In the U.S., if your carrier supports it, all the way down at the bottom of Settings>Notifications, is a section called "Government Alerts". Just tap “Edit” at the bottom of the Medical ID card. All recent alerts and notifications are displayed and can be customized. From the lock screen, press the Home button again to see the passcode prompt.
